This thesis aims to: Know the impact of public spending and the policies and strategies of the Sector on health indicators in Peru during the period 2009-2014. It also has three specific objectives: The first: To know the impact of Public Expenditure on Health Indicators in Peru. The second: To know the impact of the effectiveness of sectoral policies and strategies on health indicators in Peru. The third: Develop and propose sectoral policies and strategies to improve the achievement of health goals of the Bicentennial Plan, Peru Towards 2021. For this purpose, the general health conditions of the Peruvian population are analyzed through the evolutionary analysis of the budget allocated and executed; As well as the main national indicators. The Peruvian health system is studied: its structure and coverage; financial sources; Budget execution and evaluation; Compliance with physical and budgetary health goals, the physical, material and human resources that it has, and the sectoral rectory activities that are developed in it. The measurement of the impact of public expenditure on health indicators is through correlational statistical analysis in the six-year study period. Research continues to address the presentation and discussion of results; Testing and hypothesis testing; As well as exposure of results. Finally, the conclusions and recommendations of the research are presented.
