The contracting processes in Peru are regulated by the Law of Contracting and its Regulation. Nevertheless, the experience demonstrates us for own aspects of the management purchase of every entity, such as deficient purchase programming, contracting goods over the price of the market, low quality of goods and contracted services, the lack of training from logistic operators, the limited participation of providers that in occasions postpone the management purchase, among others, generated difficulties for the entities to hire in a proper way with quality required and obtain saving resources. It´s necessary to point out currently, the Public Central Purchases PERU-COMPRAS which is the technical organism whose function is makes the Corporate Purchases, and promote the Reverse Auction, is not working out; for that reason it has not managed to develop completely, among others, due to lack of promotion of their advantages both to the providers and the entities; the development of new alternatives in contracting might be applied to our reality, the lack of technical rules which define the characteristics of the goods, a limited offer of evaluator organisms that guarantee the quality of the goods and development the electronic modern platform. In this context, the public purchases represent 10% of the Internal Gross Output (PBI) and the State is the principal purchaser through public financial resources, the Thesis looked for determine the influence of Reverse Auction and Corporate Purchase in the saving of Public Entities during the last five years (2009-2013). By product of analysis the information and use the statistical methods to contrast the hypothesis, it comes to the conclusion that Reverse Auction and Corporate Purchase have influence in the saving of the Public Entities. This result has been described in the content of the present Thesis. Likewise, it is highly recommendable that the Central Government manages the effectiveness of the Central Purchases PERU-COMPRAS in order to promote the Corporate Purchases, it can be develop new models of Auction and diffuse the benefits both to the Public Entities and the providers.
