The purpose of this article is to analyze the behavior of vulnerability through the construction of an indicator that encompasses eighteen characteristic variables of the vulnerable population and the impact of six socio-economic variables (pension system, higher education, per capita GDP, regional competitiveness, regional connectivity, and family planning) on the indicator developed during the 2010-2019 period for the departments of Peru. The indicator constructed suggests a decrease in vulnerability in all departments of Peru, with Puno, Loreto, Huancavelica, Huánuco, and Amazonas being the most vulnerable departments throughout the study period. The results of the socio-economic determinants based on a fixed effects panel model suggest that all variables have a direct and significant impact on the vulnerability index. The main finding is the importance of the effect that informality, higher education, and connectivity have on social vulnerability.
