The general objective of this research is to determine the relationship between logistics management and the performance of operations in foreign trade logistics operators before and during the COVID 19 pandemic in Lima, by 2020.In the methodology, the use of reliable validated questionnaires is used to obtain correlational results, it has a correlational scope, a non-experimental cross-sectional design, a quantitative approach, since surveys were used that were processed exclusively through statistical procedures. The population was 54 logistics operators in Lima and Callao until 2019 according to the Promperú business directory and 32 logistics operators were taken as a sample.The unit of study is the logistics operators that have experienced deficiencies in their operations, due to the pandemic in Peru. The data collection instrument was used, applying a questionnaire for each variable. Both questionnaires have been validated by three experts from the study area. The logistics management questionnaire used has a Cronbach's alpha of 0.92, so it is observed that it is highly reliable for its application. For the logistic performance questionnaire, a Cronbach's alpha of 0.765 has been identified, which means that the result is reliable to be able to execute it in this thesis. For the logistics management variable, the questionnaire covers 16 questions distributed in the following dimensions: supply (7 questions), storage (3 questions), transportation (3 questions) and distribution (3 questions). For the logistics performance variable, the questionnaire contains 12 questions distributed in the following dimensions: objectives and goals (3 questions), Results (3 questions) and processes (6 questions). Regarding the relationship of the variables before the pandemic, a significant, positive and moderate relationship (r = 0.502; x = 0.003, x <0.05) was obtained between logistics management and the performance of logistics operators, which indicates that improving logistics management would improve performance in logistics operators. On the other hand, in reference to the relationship of the variables during the pandemic, it was obtained as a result that there is no significant and positive relationship, the correlation (r = 0.215; x = 0.237, x> 0.05) between logistics managementand the performance of logistics operators, therefore, the relationship between both variables cannot be generalized.It is concluded that the relationship between the study variables in foreign trade logistics operators before the COVID-19 pandemic in the city of Lima by 2020 is positive and moderate, and the relationship during the COVID pandemic is not significant, highlighting that during the pandemic, logistics operators were not prepared for this type of threat, so they were forced to intensify measures to help face various problems such as including biosafety protocols in their facilities, facing delays in delivery times, shortage of human resources in serving ports and warehouses, increase in freight rates for different shipping lanes, lack of necessary training, constant supervision that evaluates performance in each logistics process, among others; which in the beginning made it difficult to carry out the usual processes.
