For the year 2018, the growth of the economy was around 4%, with the fishing being one of the fastest growing with 40% and that according to the MEF it has a projection of growth to 2022 of 29.3%, due to the strengthening of domestic demand and favorable external conditions. (Source). Today there is a good perspective on the growth of the fisheries and aquaculture sector thanks to the opening of new markets in the world and the intervention of MINCETUR through the OCEX that contribute to the generation of business opportunities and boost exports. The VUCE – onwards VUCE and The SANIPES - onwards SANIPES, are the public entities in charge of providing the service of Sanitary Certification of Export for Fish and Aquaculture products whose process is considered of high impact and critical in the whole process from exportation. During 2018, SANIPES received approximately 33,000 procedures through VUCE, representing 10% of transactions for restricted merchandise. “The Procedimiento Administrativo TUPA No. 30“ Sanitary Certification for Fish and Aquaculture Products for Export Purposes ”was reviewed and improved at the end of June 2018, because it presented difficulties in the process during the first semester of the same year causing delays in the attention of the procedures being the most critical case in the month of June where only 46.7% of procedures were met within the administrative deadlines leading to high costs of temporary storage, warehouses without space, inefficient inspection services, among others. The Research “Opportunity for Improvement of the Sanitary Certification process for Fishery and Aquaculture Products of the TUPA Administrative Procedure No. 30 of SANIPES - SANIPES and its influence with the level of service quality in the 2018 Period”, will allow to analyze the Level Maturation of the improved process in relation to the last semester of 2018 and in terms of impact on the operating expenses of the office and identify new opportunities for improvement that allow us to continue improving the quality of service provision to citizens.
