The purpose of this qualitative academic work is to improve the levels of achievement in developing terminal capacities and specific capacities as complementary in the different occupational options. The interview was designed and applied in a relevant way to a sample of 7 teachers; in order to identify their perception on the management and elaboration of modular programming to seek strategies to increase the development of modular programming and raise the levels of achievement in the execution of terminal capacities in the students of the Basic cycle of CETPRO-ORT- HCO.”. Among the most outstanding conclusions we have that: The director as a pedagogical leader is the main person in charge of school management, he is the one who must train effective leaders within the Institution. Motivated teachers will shape their pedagogical practice in their workshop, thus improving the learning of their students. Professional learning communities is a strategy that will allow work at the teacher level, managing to improve educational quality through distributive leadership, collaborative work, and professional development among peers. It is essential to work with the student on the terminal capacities, units and complementary topics through comprehension, since this will allow them to read with a critical, reflective sense, who are able to express their opinion on what they have read, thus allowing them to be competent. in the society in which they live.
