Abstract: El Centro Nacional de Investigación en el Medio Ambiente se ubica en la Ciudad y Provincia de Brescia, en la región de Lombardía, Italia; emplazado en la zona norte de la Ciudad, antigua periferia y de expansión urbana, una mixtura de usos entre vivienda, industria y comercio. El área de intervención representa actualmente un vacío urbano, con cercanía a la carretera principal y el río Mela que cruzan la Ciudad, originando un entorno con potencial desarrollo del espacio público.
La propuesta para el Centro Nacional de Investigación en el Medio Ambiente, responde al “Plan de Gobierno del Territorio” de la Municipalidad de Brescia (Comune di Brescia, 2016) con el objetivo de regenerar la zona urbana e integrarla a la Ciudad, a partir de ello, la propuesta parte del diseño urbano en dos terrenos contiguos “Maf Logistics” y “Caserma Papa” que plante un gran parque central con edificaciones alrededor de usos variados y accesibles a toda la población local, nacional e internacional.
El proyecto se ubica en el área correspondiente a Maf Logistics, colindante al parque propuesto, a la Industria existente y a Caserma papa, con proximidad a la carretera principal y el río Mella, un entorno atrapado en el tiempo, con edificaciones históricas, parte de la cultura italiana, y muros perimetrales que encierran los espacios a intervenir.
La propuesta se desarrolla a partir de integrar las áreas de Maf Logistics y Caserma Papa con la Ciudad y crear accesibilidad a nuevos espacios públicos en convivencia con la industria inmediata de mediana escala, por ello, el proyecto surge bajo una gran terraza pública en el cuarto nivel y la escalera de acceso hacia la terraza, de esta forma se tiene un área techada pero no ocupada únicamente con espacios privados, sobre la terraza se plantea la biblioteca que sirve de cubierta y conforma un ambiente de llegada y de estar que permite visualizar el entorno a 360°.
El Centro Nacional de Investigación se desarrolla en cinco niveles y un sótano, formalmente, a los espacios conformados bajo la terraza, la escalera pública y la biblioteca se une un tercer volumen de cuatro niveles diseñado para laboratorios que se integran espacial y visualmente a los demás ambientes de acceso público; de esta forma, se logra que el proyecto no solo sea un punto de llegada para las grandes mentes del continente, además, se convierte en un atractivo turístico y social para los residentes y visitantes.
