The Sistema Nacional de Programación Multianual y Gestión de Inversiones - SNPMGI [National System for Multi-Year Programming and Investment Management - SNPMGI] provided a new perspective to the public investment management, introduced under the Sistema Nacional de Inversión Pública - SNIP [National Public Investment System - SNIP]. Then, a new phase in the Investment Cycle was included, called Programación Multianual de Inversiones - PMI [Multi-Year Investment Programming - PMI], which aims to connect the strategic planning and the investment budgetary process in a three-year projection to orient them towards bridging the gap in prioritized public services. This phase, which is developed by the Oficinas de Programación Multianual de Inversiones - OPMI [Multi-Year Investment Programming Offices - OPMI] of the sectors, regional governments, and local governments, consists of the following stages: (1) Development of infrastructure gaps or access to services indicators, (2) Diagnosis of infrastructure gaps or access to services situations, (3) Prioritization criteria, and (4) Investment portfolio of the PMI. For the 2022- 2024 period and upon the approval of the (1), (2), and (3) stages, my job -from the OPMI of the Education Sector— was to lead the development of (4) stage: engaging in dialogues with the Formulation and Executing Units, also the planning institutions of the 56 sections of the sector; evaluating and prioritizing the investments to be programmed in the PMI, in accordance with the provisions of the SNPMGI regulations. As a result, the approval of the investment portfolio was achieved, aimed at bridging the gaps in prioritized education services, which were highlighted in the national, sectoral, and institutional development objectives.
