The present work allowed the design of a management model to improve the processes of issuing building licenses in the “A“ modality in the Provincial Municipality of San Martín. Explanatory descriptive research, mixed approach; population of 6 collaborators in the cadastre area and 74 users of the service; interview and survey technique, and interview guide instrument and questionnaire. Results: the perception of the current state of the process of issuing building licenses in the “A“ modality by the users is “Poor“ 44.3% and the knowledge about the procedures is “Regular“ 47.1%. Regarding service satisfaction, 38.6% reported being “partially satisfied“ with the form of care, 42.9% with accessibility to information and 41.4% expressed “dissatisfaction“ with the order of care. Only 38.6% indicated “satisfaction“ with the requirements for the license process and with the cost demanded by 42.9%. On the other hand, 40% of users stated that the delay in issuing building licenses “strongly affects“ the start of construction and/or economically the construction company. It concludes that the critical factors that prevent the issuance of building licenses according to the regulations are poor infrastructure and equipment, slow procedures, delay in reviewing files, ignorance of the procedure and poor technical competence.
