Evaluación de la implementación del Plan Operativo Institucional UNI 2020

Abstract

El presente trabajo de suficiencia profesional trata sobre la evaluación de la implementación del Plan Operativo Institucional de la Universidad Nacional de Ingeniería (UNI) para el periodo anual 2020, con el propósito de analizar el cumplimiento de metas de las 280 actividades operativas e inversiones de la UNI. Se obtuvo un avance promedio del 82 por ciento para dicho periodo. El análisis se realiza desde dos perspectivas: acciones estratégicas y centros de costos, y se especifican los motivos de los resultados alcanzados; es decir, los logros o dificultades presentadas, así como las medidas implementadas para el cumplimiento de metas. El análisis considera la situación especial por la que atravesó la Universidad en el año 2020, debido a las dificultades que se presentaron por la crisis mundial provocada por la pandemia por Covid-19, y que fue un gran reto para todas las instituciones, en particular para las universidades públicas, porque provocó menores porcentajes de avance en las metas, con excepción de los servicios relacionados con las condiciones sanitarias, por la mayor demanda de atención que presentaron. En el contexto descrito, se indica que durante el año 2020 destaca el impulso de las tecnologías de la información y la comunicación (TIC) y su implementación en la enseñanza, investigación y labores administrativas en la UNI, lo que fue un proceso lento pero necesario. Asimismo, en los últimos acápites este documento expresa conclusiones y recomendaciones para implementar en los próximos periodos. Finalmente, esta investigación manifiesta apreciaciones sobre la situación del planeamiento institucional en esa institución y sobre el marco normativo vigente al momento de elaboración del informe de evaluación.

This work of professional sufficiency deais about the evaluation of the implementation of the Institutional Operational Plan of the National University of Engineering (UNI) for the annual period 2020, with the purpose of analyzing the fulfillment of the goals of the 280 operational activities and investments of the UNI. An average progress of 82 percent was obtained for this period. The analysis is carried out from two perspectives: strategic actions and cost centers, specifying the reasons for the achieved results; that is, the achievements or difficulties presented, as well as the implementedmeasures to achieve goals. The analysis considers the special situation that the University went through in 2020, due to the difficulties that aróse from the global crisis caused by Covid-19 pandemic, which was a great challenge for all institutions, particularly for the public universities, because it caused lower percentages of progress in the goals, with the exception of Services related to sanitary conditions, due to the greater attention paid that they presented. In the described context, it is indicated that during the year 2020, it stands out the promotion of information and communication technology (ICT) and its implementation in teaching, research and administrative work at UNI, which was a slow but necessary process. Likewise, in the last paragraphs this document expresses conclusions and recommendations to be implemented in the coming periods. Finally, this research shows appreciations about the situation of institutional planning in that institution (UNI) and about the current regulatory framework at the time of elaboration of the evaluation report.
