One of the most contentious areas in construction claims is the calculation or estimation of lost productivity, since, unlike indirect costs, lost productivity is often not tracked or discerned separately and at the same time. Same time. As a result, both causation and the right to recovery of productivity losses is difficult to establish, made even more aggravating by the fact that there is no uniform agreement within the construction industry regarding a methodology for calculating loss of productivity. productivity. Change orders issued by the principals are commonly presented in construction projects, which can cause the interruption of the work of the contractor executing the project, resulting in damages such as loss of labor productivity, delays and cost overruns that can give rise to claims. . The relationship between change orders and the loss of labor productivity is not well understood due to the difficulty that exists to link the cause of the loss of productivity with the change order; therefore, to receive compensation, the contractor must prove by credible calculation that the loss of productivity was a result of the change order issued by the principal. Currently, there are methods regularly used to estimate this lost productivity, such as the measured mile analysis, the productivity baseline analysis, the earned value analysis and the total cost method. Therefore, since the four aforementioned methods do not allow discerning the impact caused by additional work benefits, work deductions and consultations, in the present investigation, through the use of system dynamics, a dynamic model was developed that allows estimating the loss of productivity due to the disruption generated by the uncertainty that derives from the implementation of overtime, the incorporation of resources that generate excess labor, and the execution of work in cold or hot seasons that were not contemplated in the moment of the elaboration of the proposal that allowed the contractor to be awarded the project. This research is divided into six chapters, which are described below: In Chapter I, Introduction, emphasis is placed on the behavior of the Peruvian economy and the current context of sanitation infrastructure in Peru. In Chapter II, Theoretical Foundation, emphasis is placed on the existing theory on cost management in construction projects, productivity in construction projects, change orders in construction projects, claims management in construction projects, claims for UNIVERSIDAD NACIONAL DE INGENIERÍA FACULTAD DE INGENIERÍA CIVIL UNIDAD DE POSGRADO disruption in construction projects and their quantification methods, additional work benefits in contracts with the state and system dynamics. In Chapter III, Research Proposal, it emphasizes defining the dynamics of the problem, identifying the parameters or variables through surveys submitted to professionals involved in the construction industry, determining the parameters of the dynamic model, conceptualizing the causal loop diagram. , model the stock and flow diagram in the stella professional software, and estimate the general parameters of the dynamic model. In Chapter IV, Application of the model in a work, the project in which the proposed dynamic model will be applied is defined, then the specific parameters of the model are configured and the sensitivity analysis of the dynamic model applied to the work is carried out. In Chapter V, Analysis and discussion of results, the quantification of the claim is carried out using the total cost method and the analysis of the measured mile, later the results are compared with the result obtained through the use of the proposed dynamic model. In Chapter VI, Validation of the application, based on a survey of professionals involved in the construction industry to validate the application of the proposed dynamic model. Finally, in Conclusions and Recommendations, in strict search of the economic balance inherent to any project, the use of the proposed dynamic model allows a more accurate estimate of the loss of productivity caused by the uncertainty generated by the additional benefits of work, deductible from work. and acquittal of queries, without negatively affecting the Peruvian State or the Contractor, which finally motivated 95% of the professionals surveyed to recommend the use of the dynamic model proposed in the sanitation projects that the State is currently executing.
