The proposal of the following research is an integrated management model to improve productivity in works by direct administration in public institutions and has as a case study the Institute of Water and Environmental Management of the Regional Government of Cusco. Managing a public institution that carries out projects by direct administration without using management standards and without implementing modern technical tools, in most cases generates regular or poor results. The current problem at the national level, regarding the management of projects in public institutions, requires offering improvements in different aspects, such as the productivity of the management of the portfolio, program and projects in the institutions; therefore, it is necessary to implement an integrated management mechanism, components or model. The objective of this research is to develop an Integrated Management Model to improve productivity in the execution of works by direct administration. Within the proposed model, processes and procedures are developed to be used during the execution of works by direct administration. a series of process flows during the life cycle of the project, hoping for a better control of the project, which will allow preventive and corrective actions to be taken, improving productivity. In the diagnosis, the problem described is visualized with secondary information, the same that will be validated by the respondents, through a non-probabilistic sample composed of engineers with experience in the execution of works by direct administration. With this diagnosis, the flows, processes, procedures and formats for the integrated management model during the execution of works of the Institute of Water and Environmental Management of the Regional Government of Cusco are preliminarily proposed. Finally, the integrated management model is developed to improve productivity in works by direct administration based on the situational diagnosis, the good practices of other management models aligned to solve the problem, as well as the proposed model will be validated by the judgment of experts.
