The execution of works by Direct Administration does not have a regulatory framework that guarantees the efficient management of public investment resources for the benefit of the population, the Comptroller General of the Republic, in the control actions in the period 2018 - 2021, highlights that only 30% of the total executed investments are in a liquidation situation, which in their majority presented problems such as: excess investment execution period, risk of documentary loss, excess changes of Residents and Supervisors, recurrent stoppages, among others. From the analysis of the information and the surveys carried out, it is observed that the fulfillment of the liquidation of a work by Direct Administration not only depends on the liquidation stage but is also an effect of the quality of: Technical File, execution of the work, management of the entity and professionals involved, which is why the critical factors that affect the liquidation of works are associated with these three groups. Through the systematic application of the methods What would happen if...? and Bow Tie, the preventive and corrective measures were analyzed, and by the Mosler method the risk level of each of the factors was identified, reaching very high-risk factors in the three stages. Likewise, these factors have been contrasted with the current regulations to verify which are considered and lack follow-up and those that are not considered for improvement and recommendation. Finally, for the liquidation of public works by direct administration, it is important that the Technical File and the execution of works have quality controls and effective monitoring so that they are concluded quickly.
