Abstract: En los últimos 10 años, la zonificación y el uso de suelo de la Zona Industrial del distrito de Independencia se ha transformado de industria a comercio, este cambio se debe principalmente a tres factores; en primer lugar, a la accesibilidad vial desde cualquier punto de la ciudad (a través de la Av. Túpac Amaru, Av. Carlos Izaguirre, Av. Panamericana y la Av. Tomas Valle). En segundo lugar, al emplazamiento de nodos comerciales (Megaplaza y Plaza Norte). Finalmente, en tercer lugar, la posibilidad de consolidación de una nueva centralidad en Lima Norte con la intervención en los lotes industriales.
Por lo cual, la Zona Industrial representa una zona estratégica para la inversión, tal como se aprecia en los siguientes planes: el plan de desarrollo integral de independencia (2000), el Plan de desarrollo concertado del distrito de independencia 2011-2021, el PLAM 2035 y el Plan urbano estratégico para Independencia.
Considerando los lineamientos de intervención de los planes mencionados y en respuesta a los problemas urbanos encontrados (falta de equipamientos, falta de seguridad urbana y una imagen urbana no consolidada), en el 2017 los alumnos del taller de diseño 10 realizaron una propuesta de regeneración urbana integral para la Zona Industrial, dicha propuesta plantea la ubicación estratégica de 5 edificios con diferente uso, impactando de manera positiva en el entorno. Estos fueron; edificio de oficinas, centro comercial, biblioteca, hotel con centro de convenciones y centro cultural deportivo.
La presente tesis desarrolla el centro cultural deportivo, denominado “Centro cultural-deportivo de Lima Norte-CECDEN”, en respuesta al requerimiento de espacios donde se puedan realizar actividades culturales, deportivas y de esparcimiento, logrando consolidar un eje recreativo. Así mismo, la ubicación del proyecto responde a la problemática de seguridad y falta de permeabilidad urbana al articular la trama urbana entre la zona de viviendas y la Zona Industrial dentro del distrito.
In the last 10 years, zoning and land use of the Industrial Zone from the district of Independencia has been transformed from industry to commerce, this change is mainly due to three factors: first, road accessibility from anywhere in the city (through Av. Túpac Amaru, Av. Carlos Izaguirre, Av. Panamericana and Av. Tomas Valle). Second, the location of commercial nodes (Megaplaza and Plaza Norte). Finally, in third place, the possibility of consolidating a new centrality in North Lima with the intervention in the industrial lots. Therefore, the Industrial Zone represents a strategic area for investment, as can be seen in the following plans: the Integral Development Plan of Independencia (2000), the Concerted Development Plan of the Independencia District 2011-2021, the PLAM 2035 and the Strategic Urban Plan for Independence. Considering the intervention guidelines of the mentioned plans and in response to the urban problems found (lack of facilities, lack of urban security and an unconsolidated urban image), in 2017, design 10 workshop students made a proposal for integral urban regeneration for the Industrial Zone, this proposes the strategic location of 5 buildings with different uses, positively impacting the environment. These being; office building, shopping center, library, hotel with convention center and sports cultural center. This thesis develops the sports cultural center, called “Cultural-Sports Center of North Lima-CECDEN“, in response to the requirement of spaces where cultural, sports and leisure activities can be carried out, managing to consolidate a recreational axis. Likewise, the location of the project responds to the problem of security and lack of urban permeability by articulating the urban fabric between the housing area and the Industrial Zone within the district.
