Elaboración del estudio tarifario de servicios de agua potable y alcantarillado aplicado a una empresa prestadora

Abstract

Las tarifas de los servicios de agua potable y alcantarillado aprobadas por el ente regulador SUNASS son de aplicación obligatoria para todas las entidades EPS; dichas tarifas se sustentan en un documento técnico denominado Estudio Tarifario y tienen una vigencia no menor de tres (3) años ni mayor de cinco (5) años. El presente trabajo consiste en la elaboración de un estudio tarifario aplicado a una Empresa Prestadora de Servicio de Saneamiento. Cabe señalar, que para el desarrollo del presente trabajo se obtuvo la información necesaria para la mencionada elaboración, además se complementa con los conocimientos y experiencia adquirida respecto a este tema, y con las normativas vigentes del sector. Asimismo, se presentará la determinación de una proyección de cinco (5) años de la población total, población servida de agua potable, población servida de alcantarillado, el balance oferta – demanda de Captación, Planta de tratamiento de Agua Potable, Almacenamiento y Planta de Tratamiento de Aguas Residuales, la priorización de las Inversiones y de nuevas actividades, donde la empresa deberá planificar y ejecutar las inversiones. Finalmente, se mostrarán los resultados obtenidos del Estudio Tarifario, que contiene principalmente el programa de inversiones, las metas que la empresa debe cumplir asociada con las inversiones, las fórmulas tarifarias, la tarifa que el usuario debe pagar, todo ello dentro de un periodo regulatorio, y las lecciones aprendidas en la elaboración de otros Estudios Tarifarios.

The tariffs for drinking water and sewerage services approved by the regulatory body SUNASS are mandatory for all EPS entities; These rates are based on a technical document called the Rate Study and are valid for no less than three (3) years and no more than five (5) years. The present work consists of the elaboration of a tariff study applied to a Sanitation Service Provider Company. It should be noted that for the development of this work the necessary information for the aforementioned preparation was obtained, in addition it is complemented with the knowledge and experience acquired regarding this subject, and with the current regulations of the sector. Likewise, the determination of a projection of five (5) years of the total population, population served by drinking water, population served by sewerage, the supply- demand balance of Capture, Drinking Water Treatment Plant, Storage and Plant of Wastewater Treatment, the prioritization of Investments and new activities is presented where the company must plan and execute investments. Finally, the results obtained from the Tariff Study will be shown, which mainly contains the investment program, the goals that the company must meet associated with the investments, the tariff formulas, the tariff that the user must pay, all within a regulatory period, and the lessons learned in the preparation of other Tariff Studies.
