This research is aimed at improving the management of construction processes in public works of local governments. The study in question proposes effective foundations and practices for the evaluation, monitoring, follow-up and control of project main time and cost indicators.These include tools to analyze and diagnose the most relevant critical factors and common aspects of the district municipalities (local governments) in public works; finding needs, difficulties, and shortcomings of the object of investigation; reduce time and cost; and increase the efficiency, productivity, performance, and process optimization of the project in question. The integrative proposal in construction process management (PGP) was developed to improve the techniques, tools, and procedures present in national regulations about the execution of public works (execution phase). These techniques, tools, and procedures, were developed using international standards on good practices for the management of successful projects and were all based on the access to three fundamental resources: economic, human, and physical-technological, which imply an articulated development and constant interaction with all its actors. This proposal also intends to give a logical approach to public organizations (district municipalities), to avoid, mitigate, or eliminate variations in the parameters of time and cost as well as add the systematization and standardization of the information defined in 05 groups processes. The latter of which includes the initiation, planning, execution, control and monitoring, and closure, with a total of 54 formats, so that through the results obtained it will allow to collect lessons learned and establish improvements that provide feedback to the construction process, raising the quality of the Public Works. Finally, it is concluded; The proposal allows local governments to have an integration of resources and processes, which will have an impact on improving productivity, performance and optimization of processes, generating adequate control, registration, verification of cost and time parameters, thus improving the quality of public works.
