Due to covid-19, Peru declared itself in a state of national emergency and mandatory social isolation was ordered, for which, among other measures, concessionaires were empowered to estimate consumption of electricity bills, and to carry out the liquidation of these once the real reading of the energy meter is obtained, following established procedures. However, a large number of claims filed by residential users in Lima regarding these billings and settlements were reported to Osinergmin, thus identifying two major problems as the basis for these users' claims: Billing based on consumption estimates and liquidation procedure. In this regard, the present work is oriented towards a comprehensive analysis of the points mentioned above in the case of the concessionaires of Lima, in order to establish the breaches of current regulations and damages caused to residential users of the public electricity service, to finally propose improvements in the aforementioned procedures, clearly defining the methodologies that the concessionaire had to follow. Finally, as a result of the application of the methodology proposals for the billing process by estimation of consumption and liquidation, it provides results of a better distribution of the estimated consumption with respect to the real consumption, a more reasonable liquidation billing and an import total to be billed considering a refund for fair liquidation for the benefit of consumers.
