This research work was carried out with the purpose of knowing if the projects prioritized through the Participatory Budget (PP) mechanism contribute to improving the quality of municipal spending in the District of San Juan de Miraflores, 2015-2018. 78 prioritized projects have been considered in the Participatory Budgeting 2015-2018 processes. The Management documents such as the “Concerted Local Development Plan (PDLC) 2017-2021 of the San Juan de Miraflores District have been reviewed, where the prioritized strategic objectives are shown; in addition, the powers of a District Municipality have been reviewed, according to the Organic Law of Municipalities (Law No. 27972). Once the prioritized projects were assigned in fiscal years 2015, 2016, 2017 and 2018, the budget execution has been analyzed to find out if they reflect the priorities of the citizens through the Participatory Budgeting tool. The research indicates that the projects prioritized through the Participatory Budget are limitedly aligned with the main strategic objectives of the Agreed Local Development Plan; also that the projects included in the budget execution reflect, to a limited extent, the priorities of the citizens expressed through the Participatory Budgeting mechanism. The projects prioritized through the Participatory Budget and assigned in fiscal years 2015, 2016, 2017 and 2018 contribute limitedly to improving the quality of spending in the District of San Juan de Miraflores, 2015-2018.
