This thesis entitled: Evaluation of the Public Management of the Irrigation Subsectoral Program by the Earned Value Method, was carried out with the information requested from the Irrigation Subsectoral Program on the activities managed by the Authority for Reconstruction with Changes, which were executed in a state of emergency due to the El Niño Phenomenon of 2017, and led to being carried out in short times, which does not allow strategic control of resources for the Follow-up and Monitoring of the execution of activities. In Chapter I, the hypotheses and objectives that answer the question are raised: How does the Earned Value Method influence the Public Management of the Irrigation Subsectoral Program? From which, the hypothesis is raised: The Earned Value Method directly influences the public management of the works under study, which helps to minimize the controversies that are generated in the execution of these works. In Chapter II, those involved are introduced, the rules to which they are subject and in the last part the development of the theoretical framework of the variables and indicators is addressed. In Chapter III, the analyzed activities are detailed, as well as contract data, execution periods and contractors that executed the activities. In Chapter IV, the synthesis of the information obtained by the entity under evaluation was carried out, and the technical information of events in the course of carrying out the activities was subtracted. In Chapter V, tables and graphs were made that summarize and support the understanding in a time line of what happened in each activity under analysis. Likewise, tables were made where the analysis of the Earned Value Method is implemented, to evaluate the Management carried out by the Public Entity. In Chapter VI, the analysis of each executed work was carried out, evaluating its indicators of the Earned Value Method with the tables and graphs made in the previous chapter. In Chapter VII, according to the problems found, a series of guidelines is proposed, as an improvement proposal for future similar projects. In Chapter VIII, based on the correlations found in the previous chapter, the conclusions are described and grouped to the activities that have a similarity, responding to the initial hypothesis. In Chapter IX, finally, with the completion of the research work, recommendations for future similar projects are indicated. In Chapter X, the bibliographic references used to carry out this thesis are indicated. In Chapter XI, as the last chapter, documents are attached that complement the technical data, such as the Records of Reception and Start of the execution of the Activity.
