The proper functioning of cost-based electricity markets depends mainly on considering real costs and adequate projections of the main technical and economic parameters of the facilities that operate, as well as of the electrical system, then, if distortions occur, they must be corrected, in order to provide economic signals that encourage investment in sufficient infrastructure to meet demand continuously and safely. The present investigation proposes to improve the modeling of the production costs of the thermoelectric plants that use Natural Gas in the optimization of the economic dispatch of the National Interconnected Electric System (SEIN) in order to provide correct signals in the Peruvian Electric Market, such as, Marginal Cost projections. For this, equations have been formulated that represent the contractual clauses of the supply of Natural Gas, such as “Take or Pay“, “Make Up“, “Carry Forward“, among others, and subsequently incorporated as restrictions of the objective function in the model. optimization of medium and long-term economic dispatch called PERSEO 2.0, software developed and used by Osinergmin for its tariff processes. To validate the feasibility of the proposal, the results obtained from the application of the PERSEO 2.0 model currently used by OSINERGMIN and the modified PERSEO 2.0, for the period from 2022 to 2030, were compared. From the analysis of the results obtained as: Projections of Marginal Cost of Energy, Natural Gas Consumption and the Cost of Operation of the SEIN, it can be inferred that the modification of the model and its results are consistent. Likewise, from the Marginal Energy Costs obtained, the Regulated Energy Prices for the period 2022 - 2030 were calculated considering the volume contracted to serve the regulated market, as a result of the current contracts and the next Electricity Supply Tenders between the Generators and Distributors. Finally, from the results obtained, benefits were identified for the Peruvian Electricity Market, such as the fact that it allows to provide electricity Distributors with cost signals with less uncertainty for future electricity supply tenders (to meet the regulated demand) that directly affect the electricity tariffs of SEIN users, as well as, it will provide signals with less risk for the evaluation of the economic and financial feasibility by the developers of new generation power plants, especially in projects with RER technologies that are of vital importance in the medium and long term for the sustainability of the SEIN and prices of efficient supply contracts for the Peruvian Electricity Market.
