This research proposes a model for the management of public investment in tourism to improve tourism competitiveness in the Huánuco region, based on the Crouch & Ritchie Competitiveness Model and recommendations on effective public investment at all levels of government. of the OECD. The model maintains that there are three fundamental pillars to achieve the effectiveness of the management of public investment in tourism: i) Promote adequate framework conditions for public investment in tourism in the government regional and local governments, ii) Strengthen capacities for public investment in tourism and promote learning in regional and local governments, and iii) Coordinate public investment in tourism between levels of government and sector policies; which will allow optimizing the administration of the resources assigned to the sector. The structure of the model is made up of a set of factors and processes that must be implemented by the Regional Directorate of Foreign Trade and Tourism - DIRCETUR Huánuco and local governments to achieve an effective management of public investment in tourism that leads to improving the tourism competitiveness of the Huánuco region and generate well-being in the local population. It also proposes that other Zonal Directorates of DIRCETUR Huánuco should be created to optimize and develop tourism management capacities and promote the strengthening of the private sector.
