According to Francisco (2015), in his Doctoral Thesis “Sustainable development of shipbuilding: Evolutionary dynamics and Eco-innovation in the European repair sector, the great problem of the shipbuilding sector in the area of occupational health and safety has an initial definition: The repeated breaches of employers who, under the apparent justification of market rules, simultaneously achieve an alarming “understanding“ of the Administrations responsible for occupational health and safety. In this sense, this thesis will contribute to the mitigation of said risks and dangers with the design of an Occupational Health and Safety Management System for the Construction and Repair of a Ship, composed of procedures that improve the conditions of the workers in the shipyard facilities; but not for work carried out on board or wet dock. These procedures considering modern methods, compliance with national regulations (Law No. 29783: Law on Safety and Health at Work and its regulations) and international standards in the execution of these works, eliminating substandard conditions and acts that can become in incidents and fatal accidents, compromising people, equipment, materials and the environment. The methodology applied in this thesis is of a general nature divided into phases on the literature review which is used to carry out an initial analysis of the safety procedures that a shipyard must be complying with; and an “Occupational Health and Safety Management System” (SGSSO), made up of an annual occupational health and safety program, an education and training program, a safety and environmental policy, IPERC matrices for critical activities and safe work procedures.
