In the Peruvian National Interconnected System, the Technical Procedure PR-21 applies for compliance of the Primary Frequency Regulation, according with the requirements of the regulation in force during 2018. The problem of corroborating the correct application of this Technical Procedure in the National Interconnected System has been detected for its importance in maintaining the frequency of the SEIN in the adequate values, in this report the technical procedure PR-21 has been replicated and analyzed for a sample of representative Central Power Plants of the SEIN. In order to this purpose, the present report is focused on the following topics: 1) Engineering Problem Statement: In this section, the problem is described and the objective is defined with its respective scopes. 2) Conceptual Theoretical Framework: in this section the basic theory of Primary Frequency Regulation is described in order to be able to develop the replication of the technical procedure. 3) Problem Solving Methodology: This section describes the methodology to solve the problem of the application of Primary Frequency Regulation in the Peruvian National Interconnected System including justifying calculations and evaluations according to the current regulations. 4) The status of Primary Frequency Regulation in the Peruvian National Interconnected System is described. It has been concluded that there are punctual differences for some days, in the replication of the Procedure, it is possible that COES does not consider them because of internal criteria. In the analysis made in this report, it has been verified that COES, within the role of its functions, complies with the responsibilities established in the Technical Procedure PR-21 for compliance with the Primary Frequency Regulation, it is concluded that there are no significant differences between the analysis made by COES and this report.
