The Tinta district is located in the Vilcanota Valley, in the province of Canchis, in the department of Cusco, at 3 484 m above sea level. Its geology is comprised of alluvial deposits, slate shales, limestone, sandstones, travertines and volcanic rocks. At the provincial level, the district of Tinta is the lowest and most flat area, with the greatest aptitude for the development of agriculture, mainly for the cultivation of white corn. In addition, due to its geographic location and climatic conditions, it is often affected by natural disasters such as floods, frosts, droughts and hailstorms that cause damage to agriculture and infrastructure in this district. The total population of the Tinta district has been decreasing since the 1993 census (5738 inhabitants), until 2017 in which 5029 inhabitants was registered; however, there is a notable increase in the urban population (6% in the last intercensal period). Its total density is 0,63 inhab /Ha and in the urban area under study it is 46.49 inhab /Ha. The birth rate in this district is 13,32 %, while the death rate is 5 %; the illiteracy rate is 11,85 %, which is above the departmental average; The school attendance rate is 97 %, however, 13,36 % of the population over 3 years of age has no educational level. Of the total workingage population, 49,85 % belong to the employed EAP, 3,89% to the unemployed EAP and 46,26% to the non-EAP. The amount of population that belongs to the occupied EAP is the maintenance of the economy of this district, being the main occupation the agricultural activity (65,48 %), followed by professionals, scientists and intellectuals (13,91 %). The use of land in the urban area under study is predominantly agricultural with 41,80 %, followed by the use of residential land with 28,95 %, which corroborates that agricultural activity is the predominant one. Likewise, at the departmental level, the district of Tinta gravitates around the province of Cusco and at the provincial level, it does so around the district of Sicuani; Thus, its development depends on the progress of other districts in the region. Among the problems faced by the inhabitants of the Tinta district, the following were identified: environmental contamination due to a deficient sewage treatment system, deficient irrigation infrastructure, disorderly urban expansion, deficient transportation infrastructure; the lack of basic services infrastructures (drinking water, sewage and electricity). In certain areas, there are the lack of technology in the development of basic motor activities, the low educational quality, the deficient infrastructure of complementary services and the low socioeconomic level. This research aims to establish development guidelines for the Tinta district, taking into account the different factors that influence the population's standard of living. For which the strategic SWOT analysis (social, economic, urban, environmental and institutional political) was used, based on the description and investigation of this human establishment; After that, the FORD matrix was prepared, from which the strategies were obtained, taking into account the identification of internal and external factors. After conducting the corresponding analysis, guidelines and engineering projects were proposed that would benefit the population of this district, allowing its inhabitants to achieve an adequate quality of life. Of the engineering projects proposed, priority was given to the “Construction of the Sanitary Landfill for the Tinta District”, as part of the Project “Improvement of the Integral Management of Solid Waste in the Tinta District, Province of Canchis - Cusco”. This project was presented at the profile level, and the one that arose because of the environmental problem due to the inefficient integral management of solid waste in this district. Finally, it was concluded that the Tinta district has been affected mainly by environmental pollution, because of the inadequate management of solid waste and the direct emission of sewage to the Vilcanota River. Likewise, this district has deficiencies in terms of health, education, transportation and security infrastructure. On the other hand, the significant degree of monetary poverty was demonstrated, which is manifested mainly in the rural population, where basic needs are not duly satisfied and because agricultural activity, considered basic motor activity, is poorly paid.
