Abstract: El distrito de Lurín representa la puerta de ingreso al sur de Lima Metropolitana al ser el último distrito con un considerable dinamismo comercial e industrial, se encuentra en la actualidad bajo un fenómeno de conurbación por parte de la capital, el cual es considerado dentro del PLAM 2035, donde se busca la conexión de las tierras eriazas al sur del distrito de manera directa al resto de la urbe limeña.
Este distrito tiene sus orígenes tras el maremoto del pueblo pesquero de Quilcay en el año 1687, donde los contados sobrevivientes deciden trasladarse a las faldas del cerro Centinela buscando condiciones más seguras, formando más tarde el pueblo de San Pedro de Lurín, un pueblo dedicado principalmente a la agricultura.
El medio físico del distrito ha ofrecido a la población diferentes escenarios de los cuales apoyarse para su desarrollo, extensos espacios de llanura, lomas, montañas, y un valle, cuyo origen sobre los 4000 m.s.n.m. baña y nutre el litoral del distrito, que desde épocas tempranas hizo posible el desarrollo de actividades de pesca y marisqueo, permitiendo el desarrollo de establecimientos humanos dentro del distrito, que hoy conforman uno de los espacios arqueológicos más grandes de la capital. Estas características, sumadas a las actividades agrícolas del distrito, hicieron que Lurín adopte el apelativo de El Último Valle Verde de Lima.
Lurín ha significado hasta hoy un distrito de oportunidades para personas que buscan estabilidad económica o incluso triunfar en el mundo de los negocios debido al dinamismo que dentro se maneja. En el distrito se pueden encontrar actividades agropecuarias, de transporte, industria, construcción, explotación y comercio, existiendo siempre la posibilidad de una interconexión de actividades que permitan un camino más corto y sencillo para que el poblador pueda salir adelante. Este aspecto no ha pasado desapercibido para importantes inversionistas, que en la última década han ingresado al distrito de manera notoria, estableciendo grandes industrias y centros comerciales, desplazando las actividades agropecuarias hacia un segundo plano.
La explosión demográfica y económica dentro del distrito, reforzada por los cambios de zonificación y poca inversión social de parte de las autoridades, han hecho que no se logre un desarrollo integral en Lurín, mermando la calidad de vida de su población, que a costa de tener un puesto laboral y mayores ingresos económicos, desatienden otros aspectos, como la búsqueda de un adecuado servicio de salud, educación, transporte y saneamiento, razón por la que el IDH de este distrito se encuentra entre los más bajos de Lima Metropolitana.
Otra problemática de fuerte incidencia en Lurín corresponde al aspecto medioambiental, exacerbado por la influencia antropogénica, lo que ha venido deteriorando al distrito, encontrándose hoy playas contaminadas, ríos con intensos temporales de avenidas y estiaje, aguas subterráneas con alta carga salina y microbiana, y una infraestructura de saneamiento deficiente, que hacen de Lurín uno de los distritos con mayor vulnerabilidad a sufrir de stress hídrico, y adoptando posturas de desarrollo insostenibles para brindar una buena calidad de vida a su población.
Tras analizar los diferentes aspectos distritales e identificar sus fortalezas, oportunidades, debilidades y amenazas, se pudo plantear objetivos estratégicos, enfocados en la mejora de condiciones medioambientales, control sobre el desarrollo urbano y provisión de servicios, mejora de las condiciones laborales y competitividad local, educación accesible y de calidad, y reducción de la vulnerabilidad ante fenómenos naturales. Estableciéndose luego las acciones estratégicas para cumplir dichos objetivos y proyectos de ingeniería civil que complementen los déficits del distrito.
El presente trabajo se ha desarrollado bajo una metodología del tipo aplicativo utilitario, complementado con visitas de campo, encuestas, y estudios técnicos desarrollados en el distrito, que finalmente permitieron plantear lineamientos de desarrollo y proyectos de ingeniería civil que beneficien a la población lurinense, buscando una mejora en su calidad de vida.
Lurín district represents the entrance gate to the south of Lima Metropolitana, being the last district with a considerable commercial and industrial dynamism, it is currently under a conurbation phenomenon by the capital, which is considered within the PLAM 2035, where is looked to connect directly the unused lands of the south of the district to the rest of the Lima city. This district has its origins after the tsunami of the fishing village of Quilcay in 1687, where the few survivors decide to move to the slopes of the Centinela hill looking for safer conditions, later forming the town of San Pedro de Lurín, a town dedicated mainly to agriculture. The physical environment of the district has offered the population different scenarios from which they can support its development, extensive areas of plain, hills, mountains, and a valley, whose origin is over 4000 m.a.s.l. bathes and nourishes the coast of the district, which from early times made possible the development of fishing and shellfish activities, allowing the development of human establishments in the district, which today make up one of the largest archaeological spaces in the capital. These characteristics, added to the agricultural activities of the district, caused Lurín to adopt the name of The Last Green Valley of Lima. Lurín has meant until today a district of opportunities for people looking for economic stability or even to succeed in the business world due to the dynamism that is managed within. In the district we can find agricultural, transport, industry, construction, exploitation and trade activities, there being always the possibility of an interconnection of activities that makes a shorter and easier way for the population to get ahead. This aspect has not gone unnoticed by important investors, who in the last decade have entered into the district in a notorious way, establishing large industries and shopping centers, moving agricultural activities into the background. The demographic and economic explosion within the district, reinforced by changes in zoning and little social investment by the authorities, have meant that a comprehensive development in Lurín is not achieved, reducing the quality of life of its population, which at the expense of having a job and higher economic income, neglect other aspects, such as the search for an adequate health service, education, transportation and sanitation, which is why the HDI of this district is among the lowest in Metropolitan Lima. Another problem of strong incidence in Lurín corresponds to the environmental aspect, exacerbated by the anthropogenic influence, which has been deteriorating the district, having today contaminated beaches, rivers with intense avenues and drought times, groundwater with high saline and microbial load, and a poor sanitation infrastructure, which make Lurín one of the districts with the highest vulnerability to suffer water stress, and adopting unsustainable development positions to provide a good quality of life for its population. After analyzing the different district aspects and identifying their strengths, opportunities, weaknesses and threats, strategic objectives could be raised, focused on improving environmental conditions, control over urban development and service provision, improving working conditions and local competitiveness, an accessible and quality education, and reduction of vulnerability to natural phenomena. Then establishing the strategic actions to meet these objectives and civil engineering projects that complement the deficits of the district. The present work has been developed under an utilitarian applicative type methodology, complemented with visits, surveys, and technical studies developed in the district, which finally allowed to propose development guidelines and civil engineering projects that benefit the population of Lurín, looking for an improvement in their quality of life.
