Accidents in hydrocarbon activities cause catastrophic damages due to the generation of jet fire, pool fire, flash fire, bleve, explosions such as detonation and deflagration, leaks and spills; which cause great impact to the environment, damage to facilities and human health. The analysis of the causes of accidents in refineries are usually because of operator error, lack of equipment maintenance, damage by third parties, lack of instructions and operating procedures, poor installation of firefighting systems, etc. These errors or failures have caused great loss in the refineries. Due to what is described above, it is proposed to carry out a Management System in refineries, based on the DS No. 023-2015-EM, Article No. 33, where it states the following: Refineries and Processing Plants must have a Management System of Security Processes, the same that must be prepared taking as reference what is indicated in the OSHA 1910.119 standard. For this reason, this thesis is proposed with the title: “Implementation of a Management System of Security Processes in accordance with the OSHA 1910.119 applied to a typical refinery in the country”. We are dividing the Implementation of a Management System of Security Processes according to the OSHA 1910.119 applied to a typical refinery in the Country, into four parts, which are: a) The Security Committee, b) Understanding of Dangers and Risks, c) Risk Management and d) Learn from Experience. These four steps proposed by the Management System, are important for a continuous improvement in the security of refineries, which are subdivided in such a way to cover and describe all the factors that may affect the facilities of the Refinery.
