Análisis del incumplimiento de avance y presupuesto en obras públicas de saneamiento en Lima Norte

Abstract

En los últimos años, en Lima Metropolitana, se han realizado diferentes obras de saneamiento, a fin de mejorar la calidad de vida de los ciudadanos. Pero, por desgracia, la mayoría de estas obras terminan en un plazo mayor al establecido, presentan sobrecostos, o terminan paralizadas o inconclusas, creando incertidumbre y malestar en la población. Lo cual lleva a pensar cuál es el motivo por el cual, dichas obras de saneamiento, en ejecución, terminan con sobrecostos o en un plazo mayor al programado. Dada esta situación, la presente tesis tiene por objetivo principal analizar los incumplimientos en el avance y presupuesto de las obras públicas de saneamiento, a fin de encontrar las causas de fondo del porqué de estos incumplimientos, y los efectos que estos originan. En la presente investigación, se procedió a realizar visitas a 3 diferentes obras de saneamiento, recopilar información de estas y determinar sus problemas que generen incumplimiento en el avance y en el presupuesto, obteniéndose al final, 25 problemas que generan incumplimiento y que ocasionan que se produzcan adicionales de obra o ampliaciones de plazo. Finalmente, en la presente tesis se concluye que las causas que ocasionan que se produzca situaciones de incumplimiento de avance y presupuesto, en las obras analizadas, son la mala elaboración del expediente técnico, como también la demora en la obtención de la autorización de uso de vías por parte de las municipalidades, instituciones y concesionarias.

In recent years, in Metropolitan Lima, different sanitation works have been carried out, in order to improve the quality of life of citizens. But, unfortunately, most of these works end in a longer term than the established one, have cost overruns, or end up paralyzed or unfinished, creating uncertainty and discomfort in the population. This leads us to think about the reason why these sanitation works, in execution, end up with cost overruns or in a longer term than the one scheduled. Given this situation, this thesis has as main objective to analyze the breaches in the progress and budget of the public sanitation works, in order to find the root causes of the reason for these breaches, and the effects that these originate. In the present investigation, we proceeded to make visits to 3 different sanitation works, gather information on them and determine their problems that generate non-compliance in the progress and budget, obtaining at the end, 25 problems that generate non-compliance and that cause produce additional works or term extensions. Finally, this thesis concludes that the causes that cause situations of non-compliance with progress and budget, in the works analyzed, are the poor preparation of the technical file, as well as the delay in obtaining the authorization to use roads by municipalities, institutions and concessionaires.
