The Gamarra Textile Commercial Conglomerate has established itself as one of the most important economic and social spaces nationwide in the textile and clothing trade field; whose appearance was the result of the work of private microentrepreneurs who generated synergies around a common space, regardless of the working conditions, as a result of unemployment, internal migration and a State that keeps turning its back on it. Unlike its international counterparts, the lack of public policies to support Gamarra has made it less competitive than other international markets, stagnant the productivity of the conglomerate and leaving aside the potential that it offers in the fashion industry. This situation is aggravated by the undervaluation of the import of Chinese garments, the changes in the consumption patterns of the Peruvian consumer, the new trends in fashion, and the problema of the immediate urban environment: a deteriorated and degraded neighborhood, taken by informality, ambulatory commerce, Disorder and crime. In this context, an urban planning and regeneration project are proposed at three (03) levels or scales of action: i) Urban Specific Plan, inscribing a Gamarra within a Fashion System; ii) Fashion Dynamic Cluster, urban megaform that condenses and interrelates different kinds of projects (commercial, educational, cultural, residential); and, iii) CITE + DE (Center for Productive Innovation, Technology Transfer and Business Development) of Fashion, a hybrid building whose main purpose is the operational training that Gamarra requires in order to cover the future needs referred not only to the textile sector - clothing, but to the broad field of fashion. The whole complexity of this chaotic urban fact oblige to work on an alternative design methodology, in this case equate the urban structural configuration of Gamarra with a philosophical and biological concept: the rhizome, so that the proposal is the result of this new approach.
