In recent years, Peru's trade balance of hydrocarbons has shown negative results because we are forced to import around 120,000 barrels of oil and 70,000 barrels of diesel per day to meet the national demand for hydrocarbons. This situation became more critical during the 2013-2017 period, where there was a continuous decline in the country's oil production that went from producing 62,893 BOPD on average in year 2013 to 43,562 BOPD on average in year 2017. This increase in the oil production decline is mainly due to the lower activity carried out during this period, as a result of the fall in the international price of oil as of year 2014 that led to the postponement of exploitation projects, such as drilling, workover, rehabilitations, pulling, etc., which prevented the entry of reserves that would have slowed the natural decline of the fields. As a result of the above, there was no adequate management of reserves, due to the fact that projects that replenish the consumed reserves were not generated nor the already discovered reserves were developed. However, during this period, most of the companies were unable to carry out adequate reserve management, because there were economic, social, contractual and administrative factors that did not make possible the execution of the exploitation projects. Under this scenario, the State must generate and secure an adequate environment, and in line with current regulations at the international level, that encourages the return of investment in the hydrocarbon industry of Peru and allows the recovery of the country's oil production
