The National Program of Educational Infrastructure PRONIED is a program dependent on the Vice Ministry of Institutional Management of the Ministry of Education, which has been created with the aim of expanding, improving, replacing, rehabilitating and / or building public education infrastructure of Basic Education and Higher Education Pedagogical, Technological and Technical-Productive, including the maintenance and / or equipment thereof, when appropriate. The Management Unit for the Supervision of Agreements UGSC is the body in charge of managing the fulfillment of the custom agreements in management of the PRONIED subscribed with the regional and / or local governments, for the execution of educational infrastructure projects within the framework of its object and functions. In government organizations, it is not easy to measure the level of quality, and there are conditions that can limit the implementation of changes to implement quality; since it is necessary to achieve transformations that penetrate the organization. The public sector faces difficulties in introducing quality, as there are external constraints. In this context, the lack of a Quality Management System for the Management Unit for the Supervision of PRONIED Agreements does not allow for a plan of activities to monitor and control the use of the resources transferred by MINEDU to regional governments and / or premises for educational infrastructure projects that guarantee the quality of the services provided. The present research work is developed with the purpose of suggesting the guidelines for the implementation of a Quality Management System, which will allow to consistently and continuously comply with the requirements and expectations of the clients, guaranteeing the quality of the services provided.
