This work focuses on explaining the technological evolution of the database of mobile users (HLR’s - Home Location Register) to the new unified database (UDB) for 2G / 3G / 4G technologies. It meets the following objectives: 1. Reduce by 80% (approximately 10.7 million soles) investment in HLR´s throughout 2014. 2. Evolve the HLR´s a new unified database to ensure a convergent core and unify the management of all user profiles. 3. Optimize operating costs considering reducing of hardware and architectural change. 4. Improve business management and logistics operator due to process optimization provisioning, deletion and manufacturing SimCard’s. 5. Direct impact on GDP growth, encouraging investment by reducing service fees and reducing time to market. 6. Reduce the digital divide based on the mass and inclusive deployment. The 3 main causes that have generated inefficiency described, operating cost overruns and obsolete when using the HLR technology processes. Regulations and time of a user without activity is analyzed. The final solution includes an analysis offset acquisition, financial de preciation of equipment and impact on call center for restitution of users. It is finally decided by a technically scalable solution under OPEX, unified and distributed management.
