The large cities, such as the case of Metropolitan Lima and its districts, have not grown spontaneously, they are the result of a historical process conditioned by social, economic, political and cultural aspects, where planning for urban growth and expansion have been very specific in some sectors of the city, especially in the districts of the central area: Magdalena, San Isidro, Miraflores, San Borja, etc. among others. Although these districts are the ones with the smallest population. However, the spontaneity with which they have been configured has given rise to a horizontal, extensive growth, of low housing density, and with multiple problems of quality of life of its inhabitants, both from the environmental, recreational and services point of view. of transport, water and electrical and sanitary installations. Therefore, the thesis entitled: “Strategic Planning, key factor in the results management of the Lima’s municipal government for the improvement of the urban development“ “ aims to determine the factors that should affect improving the living conditions of its population by promoting urban development in a sustainable manner.
