Abstract: El distrito de Puente Piedra está situado al Norte de Lima Metropolitana, la ciudad capital del Perú, ubicado entre el Puente Chillón y el límite con Ancón (ambos localizados en la avenida Panamericana Norte) con respecto a su extensión longitudinal. Está ubicado a 182 m.s.n.m. Su topografía es de las características: irregular, con suelo del tipo grava aluvial y estribaciones desérticas, existiendo algunas zonas inestables y de alto riesgo tectónico (en ciertos puntos material arenoso y de relleno), principalmente en las laderas de fuerte pendiente que son algunas de ellas habitadas por la población. Según el “Plan de Desarrollo Concertado para el Distrito de Puente Piedra”, el ámbito de estudio se divide en 18 sectores (siendo el principal sector “Cercado”), y cuenta con un área aproximada de 71.18 km2 (7,118 Ha); sin embargo, se comprobó que de acuerdo a la información provista por la Municipalidad de Puente Piedra, el área sería de 59.62 km2 (5,962 Ha), lo que evidencia que aún los límites no han sido aún delimitados correctamente.
Para el año 2007, de acuerdo con el censo del INEI, la población de Puente Piedra fue de 233,602 habitantes, la cual la mayor parte de su población estaba entre 5 y 9 años (12.61%) y la población joven de 20 a 24 años (11.52%) constituía un porcentaje considerable, siendo esta una de las componentes que sostiene la dinámica económica del distrito.
Es importante mencionar que Puente Piedra por su ubicación y por contar con el equipamiento como: la carretera Panamericana Norte, el hospital “Lanfranco La Hoz”, el mega mercado de “Huamantanga”, complejos recreacionales, industrias, zonas de cultivo, entre otros; hace que obtenga una alta actividad comercial, por lo que en los últimos años ha venido cobrando una mayor relevancia. Esta dinámica comercial está constituida principalmente por las MYPE (micro y pequeñas empresas) que demuestran el espíritu emprendedor del poblador del distrito. La población de Puente Piedra conforma además organizaciones (principalmente asociaciones y cooperativas) que trabajan por el desarrollo del distrito. Esta característica tiene una gran actividad en la gestión municipal gracias al Presupuesto Participativo, siendo este un medio que facilita a los ciudadanos a tomar mejores decisiones en materia del presupuesto municipal y colaborar de manera conjunta.
No obstante, existen diversos problemas que afrontan los habitantes del distrito. Entre ellos se puede mencionar que muchos sectores (principalmente los de reciente consolidación como “Lomas”, “El Dorado” y “Jerusalén”) que carecen de infraestructura de servicios como: luz eléctrica y agua potable y alcantarillado, casi la totalidad de la población en el distrito tiene un nivel socioeconómico bajo y medio bajo, por lo que las necesidades básicas, de seguridad y confort no serían cubiertas mostradas en la percepción de mayor inseguridad, y menor protección y bienestar. Debido a que el distrito presenta escasas áreas verdes, es importante mencionar que existe un desequilibrio con el medio ambiente. El índice de área verde per cápita llega a ser 4.5 m2/hab, cifra que representa menos del 30% de lo que recomienda la (OMS) Organización Mundial de la Salud de 16.00 m2/hab, para lograr el equilibrio ambiental, siendo más preocupante aún que algunos sectores como “El Dorado” esto es prácticamente inexistente.
Una vez analizados los aspectos antes señalados y otros referentes a Puente Piedra, se llegó a identificar como problemas centrales: la baja calidad educativa y carencia de valores, el desempleo, la expansión urbana desordenada, la inseguridad ciudadana y la elevada contaminación del medio ambiente. Para ello se planteó, por medio de un planeamiento estratégico, los objetivos, las estrategias, los proyectos y las actividades para enfrentar dichos problemas, tomando en cuenta las fortalezas y debilidades que posee el distrito con respecto a las oportunidades y amenazas del entorno.
Finalmente, la presente tesis se ha basado en la descripción e investigación de este establecimiento humano, para finalmente proponer lineamientos y proyectos que beneficien a la población de este distrito, permitiendo así que los habitantes de Puente Piedra alcancen una adecuada calidad de vida, digna de todo ser humano.

Its geographic location presents an irregular topography, constituting with desert foothills and the soil of the alluvial gravel type, existing some unstable areas and of high tectonic risk, mainly in the areas of high slope that are some of them inhabited by the population. According to the “Concerted Development Plan for the Puente Piedra District“, the scope of study is divided into 18 sectors (the main sector is “Cercado“), and has an approximate area of 71.18 km2 (7,118 Ha). Another characteristic of Puente Piedra's population is that it makes up many social organizations that work for the development of the district. This characteristic has a great activity in municipal management thanks to the participatory budget, this is a tool that allows citizens to make decisions related to the municipal budget and collaborate together. Once the above-mentioned aspects were analyzed and others referred to Puente Piedra, they came to identify as central problems: low educational quality and the relationship of values, job opportunities, disorderly urban expansion, citizen insecurity and high environmental pollution. Subsequently, through strategic planning, the objectives, strategies, projects and activities to face the problems were considered, taking into account the strengths and weaknesses that the district has regarding the opportunities and threats of the environment. Finally, the present test has been based on the description and research of this human establishment, to finally propose guidelines and projects that benefit the population of this district, and that the inhabitants of Puente Piedra achieve an adequate quality of life, worthy of everything human being.
