The investigation was carried out for the construction in consolidated urban areas, underground road exchanges that apply the cut and cover - top down constructive method. The main objective is to formulate a risk management model that makes it possible to efficiently carry out and execute the construction of an Underground Road Exchange with the cut and cover - top down constructive method. The research methodology consisted of collecting information from a Subterranean Road Exchange executed in Peru with the Methodology cut and cover - top down, survey experts, users, collect and analyze information on costs, project scheduling, quality , constructive methodologies, environment, sustainability and identification of risks during execution. Then, using the Monte Carlo simulation (both for cost and time), estimate the effects, according to the analysis, the risk management methodology was proposed. One of the most important results is the risk management model to be followed, which consists of: first clearly identifying the risks, then proceeding to the allocation in each of the constructive stages in which it may affect (statistically estimating the distributions of the affectation), with the information obtained to carry out a probabilistic analysis of the risk affectation (both in time and cost), depending on this we can calculate our contingency reserve for management, for the estimation of the affectation it is necessary to use a software, due to the totality of iterations that must be carried out (depending on the complexity of the project). The conclusion of the research is that, by properly applying the model for risk management, the execution of Underground Road Exchanges developed with the cut and cover - top down constructive method is improved, allowing compliance with the scope, economic profitability and sustainability.
