The management of the public budget is one of the tasks of greater relevance for a district municipality, all the more so if they are oriented to strengthen citizen security. In this sense, the population shows concern and difficulty in assessing the return on investment of the public budget. For this reason, the present investigation aimed to determine the extent to which the municipal public budget is directly related to citizen security, in the district of San Juan de Lurigancho, period 2011-2014. We used a methodology of quantitative approach of correlational descriptive level. The population was constituted by the period of time between the years 2011 and 2014, for which the case of the district of San Juan de Lurigancho was selected, as for the public budget employed in citizen security. The indicators used for public budget were efficiency and effectiveness; and for citizen security, the dimensions of homicide rate and victimization rate (including rate of robbery of banks and financial entities, rate of simple and aggravated robbery, and rate of sexual offenses) were used. Collected data from the Ministry of Economy and Finance (2017) were correlated by applying the Pearson coefficient. The main conclusion was that the municipal public budget is not directly related to citizen security, in the district of San Juan de Lurigancho, period 2011- 2014. The Pearson coefficient was -0.933 (p> 0.05). Therefore, the hypothesis was rejected. That is, the budget used in the municipality of the district is not directly oriented to the fulfillment of the functions of citizen security.
