The present investigation deals with the effects of varying the amount of investment and time in the execution that we study them as efficiencies, on the viability’s variation using a sample of public investment projects in inland aquaculture nationwide between 2007-2011. In addition, we study the joint effect of both efficiencies in the execution of the viability’s variation of public investment projects. Thus, we can estimate the viability’s variation of VNA Social aquaculture projects if we know the cost and time efficiencies and to assess if efforts, to keep costs within budget or reduce them or to perform the work within the time limits or decrease them, got significant influence on the feasibility of the project and establish how much was that variation. This is a quantitative research which is hypothetical-deductive method. Is retrospective longitudinal cutting and its level is explanatory. The sources of information are feasibility records and closure reports of public projects of the Ministry of Economy and Finance. The design is observational and consists of tabulating investments, encountered times and Social VNA expressed in feasibility documents, then get from closure reports the real investments and times of execution to find efficiencies and recalculate the Social VNA ultimate. The statistical study of the independent variables that are the efficiencies and the dependent variable that is the change in viability, it is concluded that time efficiency does not significantly influence, whereas cost efficiency does influences significantly, similarly, concluded that overall efficiency (cost-efficiency * time-efficiency) does not influence over the viability’s variation of public investment project of inland aquaculture.
