Abstract: La presente tesis estuvo referida a evaluar los Impactos ambientales ocasionados por una organización minero-metalúrgica en operación, y se toma como base para dicha evaluación, a la matriz de identificación de impactos de V. Conesa Fdez.-Vitora. Partiendo de esa premisa, cabe mencionar que la recopilación de información para plasmar en la matriz de evaluación de impactos, se utilizó el método Delphi que consiste en reunir expertos en materia ambiental con el fin obtener las incidencias u grados de impactos por actividades en las operaciones minero-metalúrgicas. Se ha realizado también entrevistas a las comunidades aledañas para ver su punto de vista, se ha contrastado las emisiones gaseosas y monitoreo de las aguas, el polvo, y el ruido con los límites máximos permisibles. Se ha analizado el impacto al aire, la tierra, el agua, procesos, flora, la fauna, el paisaje, los aspectos poblacionales y económicos, y se ha valorado la importancia de los impactos según la metodología Crisp en base a la tabla Nº 8, para nuestro caso aplicativo cabe mencionar también que la matriz de impactos de Conesa, ha tenido que ser adecuada para una evaluación de impactos en un proceso minero-metalúrgico en sus tres fases: Construcción, Operación y Remediación.
El paso siguiente de nuestra tesis, fue realizar un análisis Multivariante (MLV), con el fin de verificar que la data recogida y plasmada en dicha Matriz de Impactos de Conesa, tenga la consistencia de ser una data confiable, para ello la data ha sido sometidas a las siguientes pruebas: El Alfa de Cronbach, T2 Hotelling, KMO, esfericidad de Bartlett, Análisis de varianzas (ANOVA) y correlación de Pearson.
El paso final de la presente tesis estuvo dirigido a demostrar mediante las técnicas de: Componentes Principales, Conglomerados y Multidimensionamiento Escalar, la correlación y la variabilidad de la data, con el fin de realizar un modelo al comportamiento del impacto con el índice contaminante.
El modelo encontrado propiamente dicho, es un ajuste real en el tiempo del índice contaminante, tomando como base la persistencia, podemos decir que la naturaleza por si sola busca su equilibrio natural, minimizando y descomponiendo todo impacto en el tiempo.
El nuevo enfoque de evaluación de impactos ambientales se ubica dentro de los métodos AH DOC, por fusionar diferentes técnicas con el fin de realizar una mejora continua permanentemente, su valoración es sistémico y dinámica, porque puede proporcionarnos detalles puntuales de las Incidencias, con la finalidad de corregir oportunamente dichas desviaciones, así mismo, se ha diseñado un grafo de aritmética triangular difusa para nuestro caso, que ayudará a interpretar las diferentes etapas del impacto ambiental en función del tiempo.
En referencia al costo, al comienzo nos determina un gasto económico, pero a la larga nos ahorra, debido a que tendríamos una convivencia sostenible con las comunidades.
The present thesis was referred to the evaluation of the environmental impacts, caused by a mining-metallurgical organization in operations and take as based for this evaluation, the impacts identification matrix of V. Conesa Fdez.-Vitora. Starting from this premise, it should be mentioned that for the collection of information and see reflected in the impacts evaluation matrix, the Delphi method was used which consists of gathering experts in environmental matters with the finality to obtain the incidences or degrees of impact by activities in the mining-metallurgical operations. There have also been interviews to the surrounding communities to see their point of view, has been contrasted the gaseous emissions and the monitored the waters, the dust and noise, with the maximum allowable limits, has been analysis the impact to air, the land, water, processes, flora, fauna, and the aspects population and economic, and the importance of the impacts has been valued, according to the methodology Crisp based on the tables Nº 8, for our application case, it should also be mentioned that the Conesa impact matrix, has had to be adequate for an impacts evaluation in a mining-metallurgical process, in its three phases: Construction, Operation and Remediation. The next step of our thesis was to carry out a Multivariate Analysis (MLV), in order to verify that the data collected and captured in the Impact Matrix of Conesa, has the consistency of being a reliable data, for this purpose the data have been subjected to the following tests: Cronbach's Alpha, T2 Hotelling, KMO, Bartlett sphericity, Variance Analysis (ANOVA) and Pearson's correlation. The final step of the present thesis was aimed at demonstrating, through the techniques of: Principal Components, Conglomerates and Scalar Multidimensioning, correlation and data variability, in order to model the behavior of the impact with the pollutant index. The actual model found, is a real adjustment in the time of the pollutant index, taking as a base the persistence, we can say that the nature by itself looks for its natural balance, minimizing and decomposing all impact in the time The new approach to environmental impact assessment is located within the AH DOC methods, because it fuses different techniques in order to permanently improve, its assessment is systemic and dynamic, because it can provide specific details of the Incidents, for the purpose to correct these deviations in a timely manner, a diffuse triangular arithmetic graph has been designed for our case, which will help to interpret the different stages of environmental impact as a function of time. With reference to the cost, at the beginning we are determiner an economic expense, but in the long run it saves us, because we would have a sustainable coexistence with the communities.
