Identificación y análisis de fallas del marco legal y planteamiento de alternativas para el óptimo funcionamiento del terminal terrestre de Huancayo

Abstract

El presente trabajo tiene por finalidad identificar y analizar las fallas del marco legal y plantear alternativas para el óptimo funcionamiento del terminal terrestre de Huancayo, la municipalidad provincial de Huancayo A fin de ordenar el desplazamiento de pasajeros y vehículos en el ámbito urbano de la ciudad de Huancayo, se concesionó del Terminal Terrestre en amparo de la Ordenanza Municipal N° 161, 171, 288 ,289 y el Contrato de Concesión firmado con la Empresa Ter Huancayo S.A. Debido a las fallas en la normatividad tanto del ámbito nacional como de Huancayo, las empresas transportistas de pasajeros han optado por realizar acciones judiciales a fin de no acatar las disposiciones que obligan a dichas empresas a utilizar las instalaciones del Terminal Terrestre de Huancayo, en respuesta a ello en el presente trabajo se planteará alternativas viables a fin de aportar en la solución del problema y evitar la diseminación de terminales en el radio urbano de la ciudad.

Due to the flaws in the regulations both nationally and Huancayo, passenger transport companies have chosen to undertake legal action to not abide by the provisions requiring these companies to use the facilities of the Bus Terminal of Huancayo, in response to it in this paper in order to provide viable in solving the problem and prevent the spread of terminals in the urban area of the city will pose alternatives.
