The peruvian companies which do business purchasing electrical energy from generators to sell it to final users, are known as Distribution Companies, these have systems from 220 kV to 220 volts, so they do transmission and distribution activities, both of them are important for the business that they do. The peruvian regulatory framework on transmission and distribution electrical tariffs, fixes the Losses Factor (FP) to expand the prices toward down river of an electric system. Also, the regulation mentions the FP factor must include the Losses Load Factor (FCp) which at the same time must contain the Load Factor (FC). The regulated relation between these factors is a relation of United States’s experience. So, its use in the Peru is not fair. This situation brings inadequate values of energy losses, loss factor and electrical tariffs. In consequence, to establish in Peru the fitness relation between factors FCp and FC the electrical load from 2006 to 2011 is analyzed, specifically the load registered every fifteen minutes on the electrical system of Lima Distribution Electrical Company EDELNOR. The result of the investigation for the Peruvian company determines the most suitable relation between factors FCp and FC for annual data, month and day of peak load in EDELNOR is different from Peruvian Regulation. Also, the investigation allows to establish for the Peruvian case the relations of Gustafson and Baylor3 and of Juan Yebra Moron4 as formulas to get in fast way the Factor FCp when is known the annual Factor FC. The impact of this result reduces the Energy Losses, Losses Factor (FP) and the Electrical Tariff End-User. Also, the found relations must be part of Electrical Tariffs Regulation and Electrical Planning in Peru. These must be used for determining the average annual value of Losses Load Factor (FCp), Energy Losses and Losses Factor (FP) on transmission and distribution of electrical energy. The main words are Load Factor, Losses Load Factor, Losses Factor, optimum Relation and Regulated Relation.
