This thesis is designed under the type of descriptive-explanatory method-hypothetical problem, analytic-synthetic and inductive and theoretical purposes, focusing on the approach to a methodology for monitoring and evaluation of public investment projects. Mast of the centralized and decentralized public institutions like regional and local govemments are not making a good investment management, due among other reasons, the regulation of the process of national public investment system, low internal information to the appropriate and time/y decision-making, limited organization, inadequate diagnostic capacity, planning and preparation of pre-investment studies and the limited monitoring and evaluation. The main objective of this research was to present a methodology of monitoring and evaluation to improve the investment management of the Regional Govemment of Callao, through the accurate measurement of outcomes and impacts in the target papulation, mainly in areas with levels of extreme poverty. It analyzes the behavior of the models of knowledge, strategic management, and quality management. The study is based on qualitative information gathered through surveys of a sample of professionals in identification, formulation, evaluation and management of public investment projects in the field of Callao Region and interviews with experts in the design, implementation and operation of the Box Score card as a management tool. The contribution was the introduction and implementation of Balanced Score card in the investment management model, focused on strategic management. The regression analysis results show direct correlation between knowledge management, strategic management and quality management with the management of investments, reason for the proposal: Monitoring and Evaluation Methodology in the context of managing for results, is a contribution to improve the investment management of regional govemments.
