This thesis makes the analysis and evaluation of the implementation of Intelligent Transport Systems in Via Los Libertadores for reducing traffic accidents in Tranches accident concentration; using the method of quality control rate 18 accident concentration Sections in which the cause of the accident was determined and then completed the verification of the geometrical characteristics of the track on each TCA study to corroborate determined that geometric elements via comply with regulations ; obtaining that the main cause is speeding and climatic factors such as snow and mist for mitigation in the present investigation an intelligent transport system based system SCADA SYSTEM PROPOSED “ Supervisory Control and Data Acquisition “ arises ( Control, Supervisor and Data Acquisition ) in a period of 10 years will reduce traffic accidents in 60.92 %. In the first chapter the accident at global and national level is described; the problem arises, the overall objective and specific objectives and justification and limits laid down therein. The second chapter concerns the theoretical framework used in this investigation. In the third chapter the calculation, analysis and evaluation of Sections Accident Concentration is performed. In the fourth chapter the proposal of a SCADA system performs as proposed Intelligent Transportation System to mitigate the number of accidents in Sections accident concentration and finally the conclusions and recommendations that were reached with this investigation are presented.
