The organizations which are members of the National System for Disaster Risk Management, including the population of our country, need to strengthen their resilience capabilities against so many dangers produced by natural phenomena and also those induced by the human activities, which have affected the global population and its standard of living during the last years. Particularly, in our country, in areas where poverty shows higher levels, phenomena like drought, extreme low temperatures, floods, among other ones, have not only affected the inhabitants, livestock and subsistence agriculture from these regions but also people have died, infrastructure have been damaged, lack of food has been produced, health problems have occurred, and malnutrition has been produced. In many cases Rural Communities productive assets like land, crops and livestock have been totally damaged. The difficulty of the Estimate, Prevention and Risk Reduction in the National System for Disaster Risk Management lies mainly in the information, communication, formation, and research deficiencies. This is due to the lack of profesionalization in the Disaster Risk Management and the other reason is that the organizations do not have specialized professionals to lead these ones. The future of the organizations in the three level governments will depend on in how successful the competent professionals are going to lead the change for Disaster Risk Management. The suggested technological platform has the objective to develop the l+D+i in the Disaster Risk Management which is performed in Peru. To accomplish the task is necessary to gather the best and valuable experiences from Technical and Scientific Institutions, governmental offices, private enterprises and companies which are in National System for Disaster Risk Management
