Plan de mejoramiento del servicio del laboratorio de ensayo de materiales de la FIC – UNI

Abstract

Esta TESIS, tiene por finalidad, presentar los lineamientos necesarios tendentes a implementar un Plan de Mejoramiento del Servicio que brinda, actualmente, el “Laboratorio de Ensayo de Materiales - LEM-FIC-UNI”, en los aspectos concernientes a la modernización de su infraestructura física y de equipamiento, y fundamentalmente de la actualización de sus sistemas de administración y de servicios, acordes con las exigencias en estos aspectos, que el mundo globalizado actual en el que nos encontramos inmersos, nos obliga.

El mencionado Plan de Mejoramiento del Servicio al que hacemos referencia, conllevará a que la Jefatura del “LEM-FIC-UNI”, complemente, implemente y ponga en marcha un “Plan Operativo Estratégico”, que incluya en su esquema, la implementación de herramientas de marketing, indispensables en la concepción moderna del desarrollo empresarial, cuya ejecución permitirá que en el más breve plazo, este Laboratorio se convierta, dentro de sus similares, en el más completo, eficiente y confiable para la colectividad universitaria de la UNI y para las empresas estatales y privadas, micro y medianas empresas, así como personas naturales que requieran de sus servicios, referidos al campo de la construcción civil.

Si bien es cierto, el “LEM-FIC-UNI”, con sus 57 años de existencia, es el Laboratorio de Ingeniería Civil pionero en su especialidad a nivel nacional, y por tal motivo conservó por muchas décadas, la hegemonía sobre los demás de su género, que se crearon posteriormente, y que de su finalidad académica exclusiva dentro de la UNI, en sus inicios, amplió la prestación de sus servicios a la colectividad en general, aprovechando la disponibilidad de su infraestructura física y de equipamiento, y de personal técnico especializado, también es cierto que con el tiempo, la obsolescencia de sus equipos e instrumentos y el desarrollo y crecimiento de los laboratorios de la competencia, fueron restándole liderazgo. Sin embargo en esta última década se observa un significativo avance en la mejora de sus servicios.

En el desarrollo de la TESIS, se analizarán las variables que influyen en el sector construcción, desde la perspectiva interna y externa del LEM, con la finalidad de desarrollar el mencionado “Plan Operativo Estratégico”, de forma tal, que permita un direccionamiento tendente a generar cambios positivos en la gestión del “LEM-FIC-UNI”, orientados a mejorar su competitividad, reposicionándolo en la escena actual, a fin de aprovechar de manera óptima, la oportunidad que le brinda el mercado en esta fase coyuntural de crecimiento del sector construcción en el país.

El presente documento está estructurado de acuerdo a los lineamientos conceptuales exigidos por el enfoque moderno de la gestión empresarial, por lo que la modernización de la infraestructura física y equipamiento, no serán suficientes, sin la obligación por parte del personal profesional, técnico y administrativo del “LEM-FIC-UNI”, de involucrarse en el cambio.

The purpose of this thesis, is to present an outline for the rollout of a Service Improvement Plan to the current services supplied by the “Materials Testing Laboratory – LEM-FIC-UNI”, specifically, regarding the aspects concerning the update of its physical infrastructure and equipment, but fundamentally on the update of it’s management and service support systems, in order to comply with the demands placed on them by the globalized world we do business in.

The above mentioned Service Improvement Plan will lead top management at the “LEM-FIC-UNI”, to roll out and start a “Strategic Operating Plan” that should include within it’s structure, the use of marketing tools, which we consider to be fundamental in today’s conception of corporate development. The use of these tools will allow in the shortest of periods that this laboratory becomes, among it’s similar in the most complete, efficient and reliable available for the UNI population, for corporate clients ranging from Government, small enterprises and large corporations and for any individual that require it’s services, in the field of civil engineering.

Although true that in it’s 57 years of existence, the “LEM-FIC-UNI” has been the pioneer laboratory in civil engineering nationwide and that has maintained for decades it’s leadership among others created in the years following and that it’s original academic purpose to serve exclusively the academic population of the UNI, was extended to serve the general population, making use of the availability of it’s physical infrastructure, equipment and technically trained personnel, it is also true that with time, the obsolescence of it’s equipment’s and instruments and the growth and development of it’s competitors, it’s leadership is being eroded. However in the last decade there has been a significant progress in improving its services.

During the development of this thesis, variables affecting the construction sector will be addressed from the internal and external perspective of the LEM, with the objective of developing the previously mentioned “Strategic Operating Plan”, in such a way, that allows us to create a trend that brings positive changes at the “LEM-FIC-UNI”, oriented to improve it’s competitiveness, re positioning in the current scene, in such a way, that we can optimize the opportunities that the current market growth is bringing in this sector.

This document is structured according to the conceptual guidelines required by a modern focus on business management, reason why the update of it’s infrastructure and equipment, will not be enough, without the need for the technical and professional staff at the “LEM-FIC-UNI”, of being involved in such change.
