The developed work, introduces a proposal for the evaluation of pavement surface condition, about road of low traffic volume, based on a modification of the method VIZIR which is not widespread in our country, as in other countries in Europe, Africa, Central and South America, which was the basis for the establishment of national standards. We present an alternative for evaluating pavement surface condition on low volume roads traffic, called ESBVT., in such is no excluded any event of deterioration of pavements, considering that they are indicators that show the pavement to be used to make decisions. The Ministry of Transport and Communications, as part of its policy of servicing and maintenance of the national highway network, run road improvement work of low traffic volume, in which only performs the improvement of the road surface without changing the geometry road, such as road Cañete - Chupaca, that represents a geometric design that fits to the geographical conditions of the terrain. Drawing on this road, where the slope stabilization works are delayed unstable over time, up to increase the volume of traffic, which is why the proposed method includes a correction of pavement basic fragility, considering that the deterioration of the pavement is exposed to influential factors, such as topography, configuration of the road section, slope stability, precipitation and climate. It also presents a catalog for basic pavement evaluation in low volume road traffic, using photos that show the different types of impairments that characterize this type of pavement and will allow intervention strategies and techniques supported objective. In low-volume roads BVT traffic it lacks of suitable methods that allow guiding the evaluation and determine the need for maintenance and repair based on basic pavement condition. The existing foreign methods should be innovated for its use and implementation of labor policies, based on research studies that contribute to the maintenance and proper use of resources.
