The purpose of this research was the assessment of the environmental and occupational risks due to exposure to organic solvents in three small and medium enterprises (SMEs) of the footwear industry. Furthermore, management options to minimize these risks were evaluated and an action plan for SMEs was presented. This descriptive study was carried out in three footwear SMEs of the city of Lima. Methodology used included (a) observation of the production process, (b) interview with workers and representatives of the companies, (c) application of a survey to evaluate work conditions and infrastructure, (d) assessment of risks and occupational hazards and (e) assessment of environmental aspects involved. Results show that workers of this enterprises are exposed mainly to volatile organic compounds (VOCs) and to inhalation of hazardous fine powder, which is really worrying since research backgrounds related to the topic demonstrates a relation between these hazards and the carcinogenic diseases. Likewise, it is observed environmentally that VOCs and hazardous waste are the main factors that impact on the environment. Results of the production process assessment demonstrate the informal atmosphere of our country, which is also reflected on the industry that operates without knowledge of the good manufacture practices and without awareness of the occupational and environmental damage generated by it. These aspects are—without doubt—relegated due to the tendency for companies to prioritize the immediate return of capital. In that sense, possible alternatives to manage VOCs in the industry have been discussed. For such purpose, it has been proposed an action plan, which permits the VOCs management to minimize the environmental and occupational risks, and is applicable to the reality of the footwear industry SMEs in our country.
