The development concept has evolved over time, from primarily economic approaches to approaches with more social and institutional components. The initial development theories arose, with different emphasis, the relationship of development with natural resources and location. The modern theories include, with increasing emphasis on the role of actors, institutions and information and communication However, this does not diminish the importance of location, natural resources and productive activity in the development of a locality and in the human development of its population. These aspects are analyzed in this study, through the determination of the relationships between different factors involved in development, including access to the localities, production potential and production. In Peru there is a wide disparity in human development of people from different departments, having the fewest people of the Highlands and the largest of the coast and more specifically those of the province linked to the Pan American Highway. There are also large differences in natural resources, road development and production activity. To evaluate the relationships between the indicators proposed to evaluate these factors with the human development index - HDI, proposed by the United Nations, we found correlations between the distance, travel time and road development with the HDI, varying by region geographical. For the distance trend line shows that the greater the distance the HDI decreases with higher correlation to the coast and for travel time the behavior is similar. On regard to road development, the correlation is positive, HDI increased with road development, moderate at the national level and for the Coast and Sierra and weak for Jungle. For the year 2005, with partial data, the correlation is high. In relation to the production potential there is no correlation at the national level but positive without Cajamarca and Moquegua and with conflicting results as in the case of the Department of Cajamarca, with the greatest potential and between the last 6 of the HDR. There is a high correlation between GDP per capita and the HDI in the three years analyzed. There was high correlation between access, road development, production potential and GDP per capita, taken simultaneously with the HDI. The calculation with the formulas obtained showed an average difference with the actual values of 5.49% for 2000 and 4.18% for the year 2005. The analysis concludes that the development road (defined based on the type of road) and GDP per capita have more effect on the HDI, the lower participation has the potential productivity (defined on the basis of mineral resources and land) and very low level of access (defined based on distance and travel time) The participation factor of road development index between 1.4 and 1.68, shows that the improvement of this indicator increases by about 50% in its contribution to improving the human development index. The results may be adjusted with more information, especially as regards the inventory of the roads, the participation of institutions and actors and the role of information and communication in local development.
