In the planninng, design and construction of highways, the inclusion of passing lanes (also known as overtaking lanes) is an efficient way of improving the level of service. Specifically this technology can be applied successfully in the case of Peru’s national highways and transversal corridors, which are under concesión and level-of-service contracts. These policies could also be applied for highways in similar conditions in other Andean Community countries such as Ecuador, Colombia and Bolivia, to optimize vehicle flow on highway sections with heavy truck traffic, specially in high altitude mountain areas. The Matucana – San Mateo section of the Peruvian Central Highway, with nearly 3000 vehicles per day, is part of one of the most important highways in the country connecting the capital city of Lima to the mountain and central rainforest regions through the departments of Junin, Huancavelica,Ayacucho, Pasco, Huanuco and Ucayali. Located in steep mountain area, the Matucana – San Mateo section is a windy road with signalization prohibiting overtaking, which causes traffic congestions excessive delays, drivers frustration and increasing accident risks. This research paper analyzes the critical Matucana – San Mateo section of the Peruvian Central Highway, located close to the Capital city of Lima, in a mountainous region with elevations varying from 2378.41masl in Matucana to 3205.37 masl in San Mateo. Overtaking lanes have been planned and predesigned between km 77 and km 78, proposing the construction of an additional lane in each direction which would greatly improve vehicle flow, decrease drivers frustration, travel delays and the risk of accidents.
