The use of management and control tools on the administration and direction of Public Institutions has always implied many paradigms, which in most cases did not permit an efficient control and better results on the implementation and execution of their services. For this reason, the operative systems (personnel, budget, economy, logistics, etc.) of these institutions have been created to “control” processes or areas instead of having the aim of achieving the institutional goals, despite being mentionned and highlighted in the mission of these institutions. The University cannot be separated of this concept, especially if we consider its structure an institution dedicated to the education of both professionals and researchers, with an academic profile that unfortunately is not the most appropriate to manage the different offices and positions. The previous proposal wants to validate and implementation method, and at the same time multiply and efficient administration way in all the offices of the university and public institutions. The “Universidad Nacional de Ingeniería” (National University of Engineering, Peru) is an institution founded in 1876 by the Polish engineer Eduardo de Habich, under the name of “Escuela Especial de Construcciones Civiles y de Minas del Peru (Peruvian School fo Civil Constructions and Mining), but normally known as the Engineers School. Then, in 1955, it formally received the name of “Universidad Nacional de Ingeniería – UNI”. Nowadays, this institution is the most important institution dedicated to the education of engineers, architects and scientists of our country. The UNI orients its activities towards the ideal of contributing to the academic formation of people and professional capable to feel, valorate, analyze and transform the world, both the individual form and the collective one. The activities performed by the UNI are permanently oriented to the social justice and defense of the liberty. The scientific and technological culture given by this university does not want to consider itself as the only one, but to satisfy the basic needs of the Peruvian people. We are very respectful of our cultural and biological diversity. We want to ensure the permanency of the renewable resources and environmental conditions totally necessary for the survival and development of our society, present and future. The UNI, as a multitechnical institution, is opened to the acquisition of knowledge and ideas being created, developed and discussed worldwide, always without affecting the defense of human rights, and world peace and welfare. The current circumstances that affect our country and the whole world makes absolutely necessary to make a change. We as a leader educative institution need to orient our objectives to produce and develop deep changes that faces all challenges present in and by the society. Our university has three main objectives and goals, which are part of our functions as an important element of the Peruvian society: Permanent education, research and influence on the society.
