One of the most important topics in the regulation of telecommunication sector in Peru is the interconnection between networks belonging to different operators. The objective of the interconnection is to make possible that user of one network can communicate with user of other network. The regulation has established several “essential facilities” or services provided by an operator to another, whose payment is call “interconnection charge”. One of these essential facilities is named “calls termination in the network of the local fixed telephony service”. Using this facility, any operator can originate or terminate voice communications in the network of an operator which provides the local fixed telephony service. OSIPTEL, the regulatory agency in Peru, is responsible for establishing interconnection charges of the essential facilities provided in the market. To make this, OSIPTEL uses an integral cost model as a tool to determine network components (in switching and/or transmission), and also to establish the necessary investment to implement the network, the annual cost and the cost attributable to the essential facility under analysis. In the cost model used by the regulator to calculate the call termination charge in the network of the local fixed telephony service, it is possible to implement an improvement to get less expensive transmission network in each department of the country. This Thesis proposes to improve this part of the cost model. To do this it is necessary to include a procedure to identify and select the less expensive configuration for the transmission network inside each department. This will reduce the total cost of the network and obtain an interconnection charge based on the efficient cost of the network.
