This research seeks to establish whether the first component of the Haku Wiñay Program called “Family Production System” developed in the province of San Miguel, department of Ayacucho, was consistent with the Economic Inclusion policies promoted by FONCODES, versus the needs of the population. The basis of this component focuses on the provision of productive assets and technical assistance that are aimed at strengthening the human and social capital of households for the development of peasant capacities and the generation of sustainable income, linked to food security and agriculture sustainable. The social policy of the Haku Wiñay Program is classified as successful in the fight against poverty and extreme poverty in rural communities; knowing the benefits and limitations of this public policy is essential for social management, in order to achieve lessons and propose improvements to strengthen similar experiences in other areas of the country. The research techniques used in the field stage were: Semi Structured Interviews, Focus Group and Participant Observation. The technological package proposed by the Haku Wiñay Program was appropriate to the needs of the participants, who demonstrated satisfaction and civic values for participating; however, they did not meet the needs of the total population. The success of the program lies in the delivery of the complete package, within which it includes the technified irrigation system that optimizes the use of water in times of dryness. The perception of the population in general is that the technological package did not have the expected effect in solving the productive problems of the entire population; Peru LNG prioritized the interference and financing opportunity for the attention of those affected by the construction process. A notable example is the community of Cochas, 5 times larger than the other communities, where only one third of the population was benefited, the rest is still claiming to date to for the benefits; nor were the complete package delivered to the other towns, especially the technified irrigation system ─ a serious error in terms of justice and human rights, which do not reduce the gaps in poverty and social exclusion ─. In this way, the need to improve management mechanisms and processes is evidenced, with a systemic and sustainability approach, allowing to consider the corrective actions of a technical, financial, strategic, social, etc.; articulating the proposals with the problems and needs of the population.
